Job Posting: Feb 2019 – Marketing/Proposal Business Development Associate


The Marketing/Proposal Business Development Associate will lead opportunity tracking, capture strategy, and coordination across a range of practices including but not limited to transportation, water, construction management, planning, survey, and land development.  The position will work closely with practice leaders, department managers, office managers, and the proposal production staff to lead business development activities for the firm’s Ontario, Temecula, and Palm Desert offices.

Capture Planning

  • Assist in the development and execution of Capture Plans with the objective of increasing the win probability of targeted pursuits within the federal markets
  • Assist in the strategy and messaging for targeted pursuits, including all elements to craft a winning proposal
  • Assist with the development of gap analyses, competitive assessments, discriminators and key win themes, and overall win strategy/value proposition
  • Assist with external teaming arrangements and partnerships to include identifying, selecting, and recruiting consultant partners and subconsultants

Marketing/Proposal Production Support

  • Assist with the development of high-profile, must-win proposals
  • Coordinate with Proposal Production Center (PPC) for additional support, as needed
  • Facilitate strategy sessions with capture teams and proposal teams
  • Transition capture plans into proposal submittals – ensure win themes, strategic messaging, and value propositions are woven into the proposal production process
  • Draft proposal narratives with strategic messaging
  • Provide quality control on all proposals submitted

Market Analysis/Pursuit Tracking

  • Track and prioritize pursuit opportunities using sales tracking tool
  • Participate in internal business development meetings with project managers, subject matter experts, market and practice leads, and office executives
  • Facilitate go/no-go decisions
  • Assist in the identification of new clients and opportunities and analyze the needs of current/repeat clients
  • Research market trends/client needs and determine how to position the firm and local team in order to capture more of the market

Relationship Management in the Community

  • Attend events (conferences, seminars, association meetings, etc.)
  • Attend client meetings (boards, committees, pre-proposal, etc.)
  • Maintain relationships with subconsultants, teaming partners, and clients
  • Participate in community organizations and events
  • Coordinate trade show exhibits, promotions, packaging, shipping, and staff travel plans, and travel to and participate in trade shows, when necessary


  • Lead the development of various award submissions for internal and external clients
  • Assist with development and implementation of branding plan
  • Assist with the coordination of advertising schedules and placement
  • Assist with the creation of collateral materials


  • Bachelor’s degree is required
  • Minimum 7 years of A/E/C industry experience is required, (10 or more years is preferred)
  • Ability to multi-task and work effectively under stress and tight deadlines is required
  • Demonstrated collaborative team leadership and team building characteristics. A coach/player who can empower, collaborate, and delegate when and where necessary, while remaining personally accountable for the overall capture and proposal effort is required
  • Strategic-thinker with high ethical and business standards is required
  • Excellent computer skills with a high level of proficiency in Microsoft Office to include Word, Outlook, Excel, PowerPoint is required (Experience with Adobe Creative Suite [InDesign] is preferred)
  • Excellent written and oral communication skills is required
  • Ability to perform occasional travel is required
